Accreditation requires the certification body and the testing laboratory to stay independent of each other, so they are two separate legal entities: linked on the commercial side, never on the technical one.
ICC started out as a single certification body. It grew into a group because clients kept asking for everything that surrounds the certificate: the testing that comes before it, the research that stands behind it, and the foreign trade operations that follow.
